This is the seventh volume of President Gloria Macapagal-Arroyo’s official papers, which constitutes the 14th book of the Messages of the President series. This volume collects President Arroyo’s Memorandum Orders. These are acts of the President on matters of administrative detail or of subordinate or temporary interest which only concern a particular officer or office of the Government. This volume also collects President Arroyo's General Orders and Letters of Instruction.
